This COI Focus discusses the security situation in Surobi District in Kabul province between 1 April 2018 and 31 March 2019. More particularly, Cedoca looks at the security incidents registered in Surobi District and the displacement related to the conflict in that period. Besides, Cedoca examines to what extent the Afghan government and/or the Taliban exercise control or influence in the district according to various sources. This COI Focus can be read as an addition to the chapter on Kabul province from the European Asylum Support Office (EASO) rapport of May 2018 on the security situation in Afghanistan.
The research for this COI Focus was ended on 8 April 2019.
Policy
The general security situation in Afghanistan is largely determined by a long-term, ongoing, internal armed conflict which has resulted in many Afghans being uprooted or seeking refuge in another country. In order to assess the need for international protection, the Commissioner General takes into account the fact that there are fundamental differences between the regions of Afghanistan when it comes to the security situation, the nature and intensity of the violence.
