Dit document behandelt de geweldincidenten in de Koerdisch Autonome Regio (KAR) van Irak in het kader van het conflict tussen Turkije en de Koerdische Arbeiderspartij (Partiya Karkerên Kurdistanê, PKK) en sluit aan bij de COIF Irak. Veiligheidssituatie van 26 april 2023, meer bepaald het hoofdstuk 6.5 Koerdische Autonome Regio (KAR).
Terwijl die COIF de algemene veiligheidssituatie behandelt, ligt de focus van het onderhavige document volledig op de veiligheidsincidenten in het kader van de strijd tussen Turkije en de PKK. Het onderzoek voor dit document werd uitgevoerd tussen 30 juni en 7 augustus 2023.
Het conflict tussen Turkije en de PKK in Irak heeft tot een toename van geweld geleid in de bergachtige gebieden van de KAR. De Turkse aanwezigheid beperkt zich niet tot luchtaanvallen, er zijn ook talrijke militaire posities van de Turkse landmacht in Irak. De meeste slachtoffers zijn Turkse soldaten en guerrillastrijders van de PKK maar ook burgers worden gedood en verwond bij aanvallen die niet tegen hen zijn gericht. Het zwaartepunt van het geweld ligt in de provincie Dohuk en binnen Dohuk is het vooral het district Al-Amadiyah (Amedi) dat het zwaarst getroffen wordt. De burgerbevolking heeft gereageerd door plaatsen te verlaten waar het risico het grootst is, honderden nederzettingen zijn zo in de loop van de jaren verlaten.
Policy
Since 2013, the security situation in Iraq has largely been determined by the rise of and the battle against the Islamic State of Iraq and Syria (ISIS). On 9 December 2017, then Prime Minister al-Abadi announced that the last piece of ISIS territory on Iraqi soil was recaptured and that this put an end to the ground war against the terror organization. The repulsion of ISIS and the recapture of territories occupied by the organization has had a clearly visible, positive impact on the security situation in Iraq. However, ISIS cells remain active in several Iraqi provinces and the Iraqi security forces, the Shia militias and the Kurdish Peshmerga still carry out actions against the organization. This displays itself in strong regional differences regarding the level of violence, the scale of random violence and the impact of the conflict. Additionally, as part of the conflict with the PKK, the Turkish army carries out air strikes and ground operations against PKK targets in the northern border regions of Iraq.
